Insurance Experience

David is a shareholder with Winthrop & Weinstine, P.A.  He joined the firm in 2003 after spending the first six years of his career at the Minnesota Office of the Attorney General. While at the Attorney General’s Office, David represented the State and its agencies in hundreds of administrative, state and federal district court, and appellate court proceedings. Representative cases include complex regulatory enforcement actions against business entities and individual licensees for violations of Minnesota’s consumer fraud, unfair and deceptive trade practices, deceptive advertising, financial solvency and charitable organization laws. David also drafted, reviewed and monitored several pieces of legislation, including legislation affecting the Department of Commerce’s administration and enforcement of Minnesota’s insurance and real estate laws.

Since joining the Winthrop & Weinstine, David has used the experience and expertise that he developed while with the Attorney General’s Office to help his clients achieve the results they seek. Although the list is by no means exhaustive, David has advocated on behalf of the firm’s insurance, energy, telecommunications and construction clients in a number of settings, including before state and federal courts, the Office of Administrative Hearings, the Public Utilities Commission, the Department of Commerce, the Department of Health, the Department of Labor and Industry and the Environmental Quality Board. He also spends a great deal of time assisting entities and individuals respond to market conduct examinations and enforcement investigations commenced by the Minnesota Department of Commerce and other regulatory authorities.
David also represents numerous dental and health professional clients in conjunction with Board investigations and enforcement proceedings, third-party payor audits and general business disputes.
