Professional Experience
Deborah Harkins is a Member in our Baton Rouge and New Orleans offices. She focuses her practice on regulatory and legislative efforts on behalf of special interest groups and organizations. Deborah has over ten years experience in public relations and legislative matters and is a registered lobbyist representing numerous interests. Among the issues that Deborah represents are healthcare, insurance, environment, banking, gaming, and pharmaceutical.
Deborah works very closely with the Louisiana Department of Insurance on numerous issues, including licensure, development of regulations and compliance for insurance, managed care plans, independent review organizations, and third party administrators. She serves for the Commissioner of Insurance as legal counsel for the Louisiana Health Care Commission. She has served on numerous task forces and represents several provider groups on a statewide and national basis.
Deborah has been instrumental in passing key regulatory and legislative matters on behalf of her gaming clientele. She appears regularly before the Louisiana Gaming Control Board and works very closely with the Gaming Division of the Attorney General’s office and Louisiana State Police, Gaming Division.
In her oil, gas and environment practice, she has negotiated gas pipeline agreements, wrote division order and title opinions and has worked with the Public Service Commission and the Department of Environmental Quality.
In 1996, Deborah was recognized by the Times of Acadiana (Lafayette, LA) for having the best lobbied bill during the session. She appears regularly for lectures and talk shows regarding legislative issues.

Deborah D. Harkins has built her reputation representing clients in the areas where law, business, and government intersect. Deborah, as Chairman of the Government Relations Section, helps our clients tackle regulatory matters – whether international, federal, state or local – by understanding their business and partnering with them to find creative solutions to the complex challenges posed by governmental regulations. Deborah and her team’s unique capability in regulatory law and legislative affairs is based on decades of on-the-ground experience not only practicing regulatory law, but assisting in its creation. We represent a wide spectrum of national and international clients in diverse areas of interest, including insurance, healthcare, banking, gaming, and pharmaceutical, to name a few.

She also serves on the New Orleans Film Commission, is Secretary of the French Market Corporation Board, Chairs the French Market Revitalization Committee, is a Member of the Vieux Carre Alliance, serves as a Board Member of State Law Resources, and is active in the New Orleans Chamber of Commerce.
