Professional Experience
Robert Ferm heads the Hall & Evans Administrative, Regulatory and Legislative practice group.
Robert´s practice concentrates upon public policy, legislative, administrative law, regulatory law, and related corporate transactional matters on behalf of the insurance, financial services, corporate community and regulated professionals. He has been with the firm for 25 years and heads Public Policy and Regulatory Law practice group. Clients and issues include individual entities, trade associations and regulated professionals. His practice experience has been applied to issues arising within all major segments of the insurance industry as well as public policy and regulatory concerns of financial services, corporate, and regulated professionals and entities.
Robert´s Public Policy expertise includes participation in the drafting and passage of Colorado Tort reform, Workers´ Compensation reform, Healthcare Policy reform, and regulatory re-engineering of the business of insurance.
Recent Regulatory and transactional assignments have included, the “Form A” acquisition filings for United Healthcare´s acquisition of PacifiCare, Cigna´s acquisition of Great West Healthcare and Catalina´s acquisition of Quantas.
Representative clients in recent public policy and regulatory engagements include: The American Insurance Association, The Professional Independent Insurance Agents of Colorado, Cigna, Aetna, Humana, Reinsurance Association of America, Hartford Life, Employers Insurance Group, CNA, MetLife, National Council on Compensation Insurance, Colorado Society of Certified Public Accountants, American Medical Response, and The Denver Regional Council of Governments.
Other Experience
Prior to joining Hall & Evans, Robert Practiced civil and criminal litigation in California and served as the first Attorney General of the Republic of Palau from 1981 - 1982.
