Professional Experience
Mr. Knapp is a shareholder with Winthrop & Weinstine and is experienced in legislative and regulatory representation, as well as public utility, environmental, insurance and general corporate law. He began his legal career with the Minnesota Legislature serving from 1974 to 1976 as an Assistant Revisor of Statutes. Since entering private practice, he has represented clients before federal, state and local legislative and regulatory bodies and has represented clients at the Minnesota Legislature in every legislative session since 1977.
John’s specific areas of experience and expertise include:

John Knapp is a shareholder with Winthrop & Weinstine, P.A. and is experienced in legislative and regulatory representation. As chair of the Legislative and Regulatory La practice group and co-chair of the Insurance and Financial Services practice group, John actively counsels clients on a variety of complex issues, including those clients seeking counsel through the firm’s Environmental and Land Use practice group.
Since entering private practice, John has represented clients before federal, state and local legislative and regulatory bodies and has represented clients at the Minnesota Legislature in every legislative session since 1977. John’s specific areas of experience and expertise include legislative representation, administrative law, insurance and financial services law, energy law, and environmental law.
John is admitted to the Iowa Supreme Court, Minnesota Supreme Court, U.S. District Court for the District of Minnesota and the District of Columbia Court of Appeals. He began his legal career with the Minnesota Legislature serving from 1974 to 1976 as an Assistant Revisor of Statutes. John graduated from the University of Iowa, College of Law, J.D., with distinction and St. John’s University, BA., Government.
John has received several honors and awards including The Best Lawyers in America, Minnesota Super Lawyer® and he has been chosen as one of the Minnesota’s top lobbyists by Minnesota Law & Politics.
John is active in the American Bar Association; he served as Chair, Insurance Regulatory Committee, 2004-2005, and currently is Chair-Elect, Corporate Counsel Committee, 2007-2008. He has served on the Board of Directors of the Public Affairs Council since 2003. John has also held several leadership positions with the Minnesota State Bar Association and several other associations and organizations including State Law Resources, Inc., where he is currently chair of the Insurance Practice Group.
