Professional Experience

Kevin Charles Murray concentrates his practice in governmental services and serves as General Counsel Sheriff Frank J. Anderson. He formerly served as Special Counsel to Governor Joseph E. Kernan and Senate Parliamentarian to Lt. Governor Katherine L. Davis. He also served as the Governor’s Policy Director for Indiana’s Gaming Agencies. He was recently appointed to the Metropolitan Law Enforcement Consolidation Advisory Committee to help create a new police agency for metropolitan Indianapolis.

For over 30 years, Mr. Murray has been involved in Indiana politics and has extensive experience with the Indiana General Assembly. From 1975-1979, he was an assistant to the Indiana Senate Democratic Caucus. In 1980, Mr. Murray served as legal counsel to then Senator Frank O’Bannon and the Democratic Senators during the annual Legislative Session of the Indiana General Assembly. From 1981-1986, Mr. Murray provided legal counsel to the Democratic Representatives during the annual Legislative Sessions of the Indiana General Assembly. In 1997, he was named Counsel for the Senate Democratic Caucus. Then Lt. Governor Joseph Kernan selected Mr. Murray to serve as his Parliamentarian for the Indiana Senate in 1999, and he still serves Lt. Governor Davis in that capacity. In 2002, Mr. Murray managed the successful “Anderson for Sheriff” campaign which resulted in U.S. Marshal (Ret.) Frank Anderson being elected as Marion County Sheriff. In addition to serving as special counsel to Governor Kernan, Mr. Murray serves as general counsel to the Marion County Sheriff’s Department.

Mr. Murray formerly chaired the Medical Malpractice Section of the Defense Trial Counsel of Indiana (DTCI), and the Firm’s Medical Malpractice Defense Group. In 1999, he received the distinguished Lawyer of the Year Award from DTCI. He is a contributing author to several publications and has been a speaker for the Indiana University School of Medicine, the Indiana University School of Law and the Indiana State Medical Association.

Mr. Murray is a member of the Indianapolis and Indiana State Bar Associations and the Defense Research Institute. He is also a member of the Indiana State Historical Society, the Indiana State Museum Society, the Indiana State University Alumni Association, the Indiana University Alumni Association, the Indianapolis Press Club, the Indianapolis Athletic Club, the Indiana Democratic Lawyers Caucus and the Marion County Democratic Chairman’s Club.

Gaming Experience

Mr. Murray concentrates his practice in governmental services and serves as General Counsel to Sheriff Frank J. Anderson. From September 2003 to January 2005, Mr. Murray served as Special Counsel to Governor Joseph Kernan. During that time period, he also served as the Governor’s Policy Director for Indiana’s Gaming Agencies-The Hoosier Lottery, the Indiana Gaming Commission, and the Indiana Horseracing Commission. Previously, Mr. Murray served as special counsel to the Indiana Lottery.

Mr. Murray is a member of the Indianapolis and Indiana State Bar Associations. He is also a member of the Indiana State Historical Society, the Indiana State Museum Society, the Indiana State University Alumni Association, the Indiana University Alumni Association, the Democratic Lawyers Caucus, the Marion County Democratic Chairman’s Club, the Indiana Correctional Association, and the American Correctional Association.

Insurance Experience

Mr. Murray’s litigation practice focuses primarily on health care and governmental affairs and includes the successful defense of the Indiana Department of Insurance against the Patient’s Compensation Fund. Mr. Murray formerly chaired the Medical Malpractice Section of the Defense Trial Counsel of Indiana (DTCI), and the firm’s Medical Malpractice Defense Group.
