Professional Experience

Thomas G. Paese, former Pennsylvania Secretary of Administration under Governor Tom Ridge, is a shareholder in Buchanan Ingersoll & Rooney’s Harrisburg and Washington, D.C. offices. He was an attorney with Klett Rooney Lieber & Schorling when it joined Buchanan Ingersoll in 2006, where he was practice manager of the firm’s Government Affairs Group. He concentrates his practice in administrative law and government affairs, technology and health care. Thomas also serves as Practice Manager of the firm’s State Government Relations Section.

Thomas has experience in venture and general investing as a result of his continuing service on the boards of the Public School Employees Retirement System (PSERS) and the State Employees Retirement System (SERS). His professional background has also given him particular knowledge of the areas of technology in government, procurement and healthcare. Most recently, Thomas served as co-chair of Pennsylvania Governor Ed Rendell’s transition team for the Pennsylvania Department of Public Welfare.

During his tenure as Pennsylvania Secretary of Administration, Thomas spearheaded formulation of the Commonwealth’s tobacco settlement spending plan and also propelled Pennsylvania forward as a leader in technology in government, directing a range of significant technology successes. He oversaw the consolidation of data centers for 17 state agencies to provide faster access to new technology and save millions of dollars. He led the development of a technologically-advanced public safety radio network for state agencies and established new telecommunications services for state government.

He also introduced innovative enterprise resource-planning software to dramatically enhance state agencies’ core business functions. Thomas also oversaw management of the innovative planning for the Y2K revisions to state agencies’ computer resources, successfully protecting government databases from year 2000 malfunctions.

As chief human resources officer for state government, Thomas also established strong labor-management cooperation and good union relationships, highlighted by zero strikes during his tenure. He also was chairman of the Pennsylvania Employees Benefit Trust Fund, which administers the $550 million spent yearly on health care for state employees and retirees.

Prior to his time in government, Thomas gained private sector experience, including operating Rehab Systems Company (RSC), a highly successful law and health care consulting practice in Harrisburg. Before that, he was vice president and general counsel of NovaCare, a national leader in rehabilitation services that would acquire RSC, of which Thomas was a co-founder. In only four years, RSC had grown to a firm of approximately 1,250 employees with gross revenues of $100 million. Thomas also served as corporate counsel for Rehab Hospital Services Corporation, a division of National Medical Enterprises.

Thomas received his J.D. degree from Dickinson School of Law in 1982 and participated in the school’s summer session in Florence, Italy. While at Dickinson, he was captain of the National Trial Lawyers Moot Court Team, which became regional champions. He received the American College of Trial Lawyers-Lewis F. Powell Award for Excellence in Trial Advocacy and was a member of the Order of Barristers. While working for the Commonwealth of Pennsylvania, he also participated in Harvard University’s Executive Program for Senior Executives in State and Local Government at the John F. Kennedy School of Government.

In 2006, Thomas was selected by his peers for inclusion in The Best Lawyers in America.
