Mr. Safley earned his bachelor’s degree from Middle Tennessee State University.
Insurance Experience
Mr. Safley joined Pennington, Moore, Wilkinson, Bell & Dunbar as a special consultant in 1999. He represents a broad range of clients before the Florida Cabinet, executive branch agencies and the Legislature with an emphasis on insurance regulatory issues and transactions, company creation, capital formation, financial and market conduct examinations and rate filings. Mr. Safley expertise also includes the areas of banking, and securities. Prior to joining the Pennington firm, Mr. Safley was the owner and president of Real Property Equities, Inc., a residential and commercial development company and the president of the Safley Group, a consulting firm representing national financial service and reinsurance companies as well as domestic insurance companies. Mr. Safley is a former state legislator, serving in the Florida House of Representatives where he represented parts of Pinellas, Hillsborough and Pasco counties for five terms before retiring and returning to the private sector. During his tenure, Mr. Safley served as Chairman of the House Committee on Financial Services (Insurance, Banking and Securities) and also served on the House Economic Impact Council and as Policy Chair of the House Republican Conference. His other committee assignments included Rules, Resolution & Ethics; Water Resource Management; Commerce; Public Utilities; Natural Resources; Education; and Finance & Taxation. During his 10 years as state representative, Mr. Safley earned numerous awards from such organizations as the Florida Conservation Association, the Florida Wildlife Federation, the Florida Restaurant Association, the Florida Association of Realtors, the Nature Conservancy, the Florida Bankers Association, the Florida Chamber of Commerce, and the prestigious Harry G. Landrum Award from the Florida Insurance Council. Prior to his legislative service, Mr. Safley served as executive assistant to Florida’s first Lieutenant Governor, Ray C. Osborn.
