Professional Experience
John Stevens focuses his practice on government relations, health care, business litigation, banking and regulatory issues. His area of expertise is the regulatory and legislative process of government. With over 24 years of experience with a wide range of topics such as: drug formulary determinations, Medicaid issues, State procurement matters and the issues facing the insurance and banking industries, Mr. Stevens serves the business needs of our clients as they interact with various governmental agencies and regulatory bodies.
Mr. Stevens has served as general counsel to three administrations in constitutional offices of State government. Most recently, he served as special counsel to the Illinois Bureau of the Budget, a branch of the Executive Office of the Governor, where he provided assistance in the drafting and implementation of the State budget. He also has served as legal advisor to the Procurement Policy Board, which establishes State procurement practices.
As chief counsel to the Illinois Attorney General, Mr. Stevens was instrumental in drafting and securing the passage of the Statewide Grand Jury Act, the Crime Victims and Witnesses Bill of Rights and numerous State and federal regulatory matters. He served on the Attorney General’s Task Force on Electronic Commerce and Crime, which created and obtained passage of the first comprehensive statute regulating digital signature and electronic commerce. He was the recipient of the Marvin Award, given by the National Association of Attorneys General in recognition of outstanding leadership, expertise and achievement in advancing the goals of NAAG.
Mr. Steven’s years of service as legal counsel to the State Comptroller provided him with a strong background in all aspects of State finance, including federal and state tax compliance, collection of delinquent receivables, contract and voucher procedures and Medicaid/Medicare reimbursement issues.
