Professional Experience
Jeffrey L. Fornaciari is a partner in the Santa Fe office of Hinkle, Hensley, Shanor & Martin, L.L.P. His practice involves the areas of general litigation and administrative law. He currently represents Xcel Energy Company and Southwestern Public Service Company in electric utility proceedings before the New Mexico Public Regulation Commission (NMPRC) and has appeared in SPS cases before the Public Utility Commission of Texas. In relation to his representation of SPS, Mr. Fornaciari has participated in cases involving industry restructuring, rates and service, fuel adjustment clause charges, securities issuances, diversified transactions and investments, rulemakings, and certification of generation plants and transmission facilities. Additionally, he represents Rio Grande Utility and Picacho Hills Utility Company in NMPRC proceedings.
His practice areas include commercial, natural resources, water rights and environmental law before state and federal courts and state administrative agencies.
