Lloyd Grooms is a shareholder with the Minneapolis/St. Paul law firm of Winthrop & Weinstine specializing in legislative and regulatory representation in the areas of environmental, land use and energy law. He has extensive experience with environmental rulemaking, environmental review, permitting, general environmental compliance, enforcement actions and brownfields redevelopment. His environmental practice also includes counseling clients on environmental and land use issues associated with corporate and real estate transactions. In addition, he has a broad practice before the Minnesota Legislature representing clients on legislation related to environmental, land use, energy and general business law.

Mr. Grooms graduated cum laude from the University of Notre Dame Law School after receiving a Bachelor’s degree with high honors from the School of Public and Environmental Affairs at Indiana University and a Master’s degree in Social Administration and Public Policy from the University of Essex, England.

Lloyd is admitted to practice in the State of Minnesota and is a member of the Administrative Law and Environment and Natural Resources sections of the American and Minnesota Bar Associations.

Mr. Grooms is an A-V rated attorney and has been selected as a Super Lawyer in the area of Political Law by Minnesota Law and Politics.
