Charlie is the Managing Member of Soltan Bass, LLC. Previously he practiced at large and small firms in Maine. He is a graduate of Indiana University, taught high school social studies in Maine at Skowhegan Area High School from 1980 through 1984, and graduated from Vermont Law School, magna cum laude, in 1987.

Charlie concentrates his practice in administrative and regulatory law, working primarily in the insurance and financial services arenas. Charlie also represents a wide array of business interests in the Maine Legislature. Charlie is proud to have a significant number of long-term clients. Charlie's work and advice over the last 35 years has led to multiply appointments to board, and commissions by Maine's Chief Executives and legislative leaders of all political affiliations.

A strong belief that justice is an active virtue has led Charlie to serve over 30 years as a Director of Legal Services for the Elderly, Inc., currently serving a second stint as Chair; a 20 year presence as Director and past Chair of the Maine Children's Trust, tasked with coordinating State efforts preventing child abuse and neglect; and as a member of the Legislative Task Force of the Justice Action group, a group of private attorneys and members of the Judicial and Legislative branches dedicated to increasing access to justice. In 2013, he received the Maine Justice Foundation's Howard H. Dana, Jr. Award, which recognizes an individual's outstanding contributions to the development and enhancement of civil legal assistance to the indigent and in 2022 was a shared recipient of the Maine State Bar Association highest award, the John W. Ballou Distinguish Services Award. Charlie is also a long-time member of the Fire Service Protection Services Commission, as the property & casualty industry's representative.
