Charlie is the Managing Member of Soltan Bass, LLC.  Previously he practiced at large and small firms in Maine.  He is a graduate of Indiana University, taught high school social studies in Maine at Skowhegan Area High School from 1980 through 1984, and graduated from the Vermont Law School, magna cum laude, in 1987.  He is a member of the American, Maine and Kennebec County Bar Associations.

Charlie concentrates his practice in administrative and regulatory law, working primarily in the insurance and energy arenas.  He also represents a wide array of business interests in the Maine Legislature.  He appreciates his work and advice has led to appointments by Maine chief executives and legislative leaders of all political affiliations.

A strong belief that justice is an active virtue, has led him to serve over 30 years as a Director of Legal Services for the Elderly, Inc., currently serving a second stint as Chair; as Chair of the Maine Children's Trust, tasked with coordinating State efforts preventing child abuse and neglect; and as a member of the Legislative Task Force of the Justice group, a group of private attorneys and members of the Judicial and Legislative branches dedicated to increasing access to justice. In 2013, he received the Maine Justice Foundation's Howard H. Dana, Jr. Award, which recognizes an individual's outstanding contributions to the development and enhancement of civil legal assistance to the indigent. He is also a long-time member of the Fire Service Protection Services Commission, as the property & casualty industry's representative.

Charlie is active in community affairs as well.  He was a member of the Winthrop Facilities Committee that stewarded the building of his town's middle and elementary schools.  He was an active participant in youth sport and scouting activities when his children were growing and now works to improve food security in the Winthrop Area.  He and his wife currently enjoy the continued challenges of parenting two active adults.
