After graduating from University of Idaho College of Law, Ms. Conrad served as a law clerk for the Honorable James C. Morfitt, District Judge, Third Judicial District of Idaho. Since joining Elam & Burke in 2006, she has provided extensive representation to several urban renewal agencies throughout the state on issues regarding statutory construction, interpretation and compliance; plan creation; litigation and appeals; and impact analysis of proposed legislation. Ms. Conrad also has an active practice on behalf of creditors, primarily banks. She is a member of the Idaho Women Lawyers and the Idaho Association of Defense Counsel. Over the past several years, Ms. Conrad has supplied substantial research, analysis, and drafting support in the ongoing effort by several urban renewal agencies and economic development interests to reform and modernize the laws affecting urban renewal agencies in Idaho. She also takes a key role in drafting urban renewal plans and ensuring that requisite steps are followed when an agency adopts a new or amended plan. In the course of her work with urban renewal agencies, she has developed a rapport with Tax Commission personnel, Association of Idaho Cities personnel, and members of the Redevelopment Association of Idaho. |
