Before starting his own firm, Harrell worked as a government relations specialist for the multi-national law firm of Steel Hector & Davis, where he first began building his extensive list of corporate clients.

Harrell has also served as the executive director of the Florida Medical Association's (FMA) Political Action Committee, where he was responsible for all political activities of the FMA at both the state and federal levels. His work included candidate recruitment, grassroots political efforts and fundraising. In this role, he was the primary liaison with members of Florida’s congressional delegation and the American Medical Association.

Harrell started his political career in Washington, D.C., where he served as lead advance representative for United States Vice President Dan Quayle. In this position, he was responsible for media, transportation, security and logistics for all trips, foreign and domestic. In addition, while in Washington, D.C., he served as executive assistant to Secretary of Labor, Elizabeth Dole, and was responsible for preparing issue and political briefings for the Secretary.
